When does a bishop wear a phelonion? When he wants to celebrate the holy liturgy as a "normal priest" of course. Holy slumming! What is a phelonion? The outermost garment of an Eastern Christian priest. Our Bishop is wearing a ruby red phelonion richly embellished with a golden cross made of fabric and braid. Underneath, he has on a sticharion (tunic) with golden braid on the cuffs and an orarion (scarf) that matches the phelonion. Sticharions are traditionally white but can also be very ornate if they are worn as outer garments. The mitra very ornata on the Bishop's head is held in place by an elasticized cloth. Splendid indeed, your Excellency!
